An on-board 555 timer IC generates a square wave signal that passes through the copper traces embedded beneath the PCB's protective coating. These traces act as the two plates of a capacitor, with the surrounding soil serving as the dielectric medium.

As soil moisture increases, the dielectric constant of the surrounding medium rises, increasing the capacitance. This change in capacitance alters the frequency and duty cycle of the 555 timer's output, which is then converted to an analog voltage by the on-board circuitry. The result is a smooth, continuous voltage signal: higher voltage for dry soil and lower voltage for wet soil.
